This decision can only be made once - that is, if Poland moves the capital to Warsaw (also raising its development) before forming the Commonwealth, it cannot make the decision a second time. If Lithuania forms Commonwealth, it has the decision to move capital to Warsaw. The most prevalent of these is a coin flip each time a new ruler is elected which decides whether the Sejm will agree or disagree overall with your ruler's ideas this will either increase or decrease various things like technology cost and inflation.
